With a right-skewed distribution, we may want the curve to be generous where the bulk of payloads live, not stretched thin across a range they rarely reach.
The curve rises quickly at first (even average (=small) payloads get meaningful deadlines), then flattens (large payloads all get roughly the same maximum time).
