If the email server isn't configured, just don't send a confirmation email. This helps setting up the server quickly for testing purposes.
Now if captcha is properly configured, verification is done. This ensures it is easier and shorter to install the software for testing purposes.

I've put those two commits here, they are to simplify the requirements for signing up. This is useful to have an quicker deployment, so you can test more easily without having to set-up a recaptcha key for a test instance and no email server. This uses the default catma.properties default values to detect if it has been configured and if not, it omits the checks.
