The code builds with Tcl9. Basically support for the Tcl_Size data type was added, including functions for the conversions between Tcl_Size and site_t data types. Added also a compatibility layer to build with Tcl 8.6. Still retaining in the code the CONST declarations. This needed definitions when building with Tcl9.0. @NasaGeek may consider to integrate this PR. The PR now updates tclconfig/tcl.m4 to TEA 2.69
