Summary: Two motivations behind this diff: 1. in the long term we want to remove onedocker's dependency on fbpcp, and split fbpcp into two decoupled repos, onedocker and pce 2. With the new onedocker storage service, we are able to add more customized API for onedocker repository services, such as handling the storage of metadata.
