Add staging option to Fly deploy workflow

- Rename fly-deploy-test.yml to fly-deploy.yml
- Add staging as deployment target alongside test1 and test2
- Use fly.staging.toml config for staging deployments
- Requires FLY_API_TOKEN_STAGING secret in GitHub
