- Remove use of __DATE__ and __TIME__, it was dead code anyway - Set ar to deterministic mode This allows consecutive rebuilds to produce identical binaries.

This is mainly improvements to the build system, which allow me to change the optimization level and build libogc as a meson subproject.
Also made the console font a weak symbol so it can be overridden statically without inflating the binary.
