Windows 11 24H2+ removed
wmic, causing DNS detection to fail.This temporarily uses my react/dns fork which adds a PowerShell fallback for newer Windows systems (keeps wmic as primary for older systems since it's faster).
Will switch back to official react/dns once the fix is merged & released upstream (reactphp/dns#228).
