Merge bug fixes up to v2.8.3 on to release branch
Merge 2.10 on to release branch
Merge v2.11.0 from master on to release branch.
Re-add twine install to release workflow on release branch.
This should make sure Calcam can be correctly installed according to the documentation.

Release publication to PyPi of 2.15 failed due to this pypa/twine#1216 and also conda build gave warnings related to the license metadata. This updates pyproject.toml to hopefully fix the build & publish workflow.
Attempt #2 at fixing setuptools' generated license metadata in pyproject.toml
Update used versions of conda build & publish actions to see if this fixes broken release workflow.
