Introduces the new Lab homepage with an instrument-style design. Features network observatory panels displaying real-time Ethereum network data (fork, slot with cricket-scoreboard digit animations), improved emoji scaling for network icons, and cleaner animations. Simplifies IndexPage to compose the new HeroSection.
Replace inline fork constants/functions in HeroSection with existing getActiveFork() from utils/forks. Extract NETWORK_ORDER to shared utils/networks.ts, used by both NetworkSelect and HeroSection. Also fix card styling for light mode (bg-surface + visible border).
Drop "Ethereum Infrastructure" label and divider. Replace local getCurrentSlot with timestampToSlot from slot-time utils.
