Standard RLP transactions

Breaks out the RLP changes from #476.
Currently breaking integration tests, but I'm putting this here so we don't forget about it.

Changes:

• Removes ETH_SIGNED_MESSAGE type
• The Sequencer Entrypoint now accepts only EIP155 transactions
• Moves decoding to a new Lib_EIP155Tx.sol
