Update to upstream version '6.11' with Debian dir 40282ea

I should note this builds for Debian 10 (buster) while 6.9 doesn't. @brunoseivam I know it was a while, but could you help here with:

Tested with tpmac on Debian 9. Note: not sure if I will break builds without specifying "nmu" in the changelog.
