If TeamCity responds with multiple Authenticate options (e.g. Basic and NTLM), webclient tries to auth using NTLM and sometimes it's not desired. Note that TeamCitySharp uses Basic by default.
This PR allows us to set UseBasic = $true if we want to force Basic auth in Powershell client.
