this PR includes several changes that clean the repo and make it functional for public users who do not have access to confidential labor data. a summary of the changes include

  • add a target to specify if the user has access to the confidential data or not
  • modify targets that use confidential data to either run with the confidential data (when available) or intermediate files saved for users that do not have access to the confidential data
  • remove extra R scripts that are not needed for the analysis (archived outside of the repo)
  • modify some README files to account for these and other cleaning changes

note that an updated data folder is required for this version of the code to run (either with or without the confidential data
