Using ubuntu-latest instead of a pinned version like ubuntu-24.04 can lead to unexpected CI failures when GitHub updates the underlying Ubuntu version. Since ubuntu-latest currently points to Ubuntu 24.04 (as of late 2024), but Python 3.8 reached end-of-life in October 2024 and may not be available in future Ubuntu LTS releases, this change introduces risk. Consider either keeping the pinned version ubuntu-24.04 for stability, or using ubuntu-22.04 which has better long-term Python 3.8 support.
