We're already not using the PPA (see BOMS-239) but Ubuntu is having an outage so let's remove the addition of the PPA entirely. This will be one of the things to uncomment when we restore the use of deadsnakes. (Note: Just commenting out the `&& \` did not have the desired effect; docker ended up concatenating this with the next RUN command and it wasn't clear what effect that had.)
