Create auto response for local testing environment. This is modeled after another feature flag https://github.com/openedx/edx-platform/blob/d60cdc2305fc7ebb99fbffa5fad535a91f9f0be2/lms/envs/common.py#L410, which is used to bypass calls to third parties for identity verification.
