make sure that db passwords are always passed correctly
swap bitnami postgres for ghcr.io/cloudnative-pg/:16.3.0 for use in development environments
add standard-pkg-resources>=1.0.0 to dependencies
change from bitnami to regular postgres

update dbutil.py and docker-compose local in order to use postgres in local developer environments.
