Working on a HARK research project that will utilize the structural estimation example in StructEstimation.py with @compumetrika

Made changes to file paths and replaced updated function names to work with latest version of HARK

• minimizeNelderMead, bootstrapSampleFromData, addToTimeVary, makeShockHistory, initializeSim all had their names changed
• TempConsumerType was not callable; adjusted the syntax to update the agent's parameters
