This PR includes two changes
LIBARCHIVE.creationtimeattribute intar.gzarchivesThe former change is required by the latter. The latter permanently
fixes #53
This is similar to eclipse-platform/eclipse.platform.releng.aggregator#2530. See also eclipse-platform/eclipse.platform.releng.aggregator#2529.
And this probably also allows to remove the current workaround for #53.
