the metadata CSV used in vipertools is not formally described in earthlib, but several of the spectral library routines depend on knowledge of this structure to do things like subsample spectra by landcover type.
This PR adds a basic schema for the fields required in a metadata csv, and tools for constructing pd.DataFrame objects that adhere to this schema.
It also handles further refactoring and function shuffling to clarify organization
