Update WebSecurityConfig.java
Harcoded regions previously in regions.js are now provided from r_first_level_geography table.

Fix some report hiding issues, hide GIS menu unless enabled in dashboard info. Replace hard coded region names/codes from Javascript file and replace with r_first_level_geography from database.
