We are getting version mismatches of kotlin in some user reports, this pulls it back to 2.2.21 which matches the current version in the plugin template, https://github.com/JetBrains/intellij-platform-plugin-template/blob/de6b4c8a9db474d10d00c7cd26fc2f280a057ed3/gradle/libs.versions.toml#L9
