Issue:

What I did

• This PR removes all of the Ripple UI packages. These have been relocated to https://github.com/dpc-sdp/ripple to make it easier to work on the design system components independent of the Ripple framework libraries used exclusively on SDP sites
• From now on please use https://github.com/dpc-sdp/ripple for design system updates.

How to test

For all PR's

For new UI components only

• I have added a storybook story covering all variants
• I have checked a11y tab in storybook passes
• I have added cypress component tests (if the component is interactive)
• Any events are emitted on the event bus using emitRplEvent
