GitHub officially retired `macos-13` runners on Dec 4, 2025, as reported [here](https://github.blog/changelog/2025-09-19-github-actions-macos-13-runner-image-is-closing-down/). This commit removes support for those runners in the `README.md` and from the CI/CD tests.
