This class replaces AppleSdkSettings, with two major goals: * Don't store any static state. * Keep AppleSdkSettings as-is, because I believe it's used by IDE code.

.NET 11! To be honest it only causes trouble so probably the sooner in net11 we can get rid of them the merrier. we could warn in previews if the file exists for awareness of the change and send customers to a wiki page/msdoc explaining the situation and the possibility to remove the file and depend on xcode-select or showing how to select an Xcode from Xcode itself.
