Removed EF Core version range from the LocalDb extension description to generalize its applicability.

But is this package really an "extension" then? Since it has no EF Core Dependency? Otherwise LGTM |

I'm personally fine listing this if it's a useful thing for testing in EF applications, even if it technically doesn't take a reference on EF. Though in today's world just doing testcontainers might be the more modern thing. |
