Description
Added Hebrew language translation and support for right-to-left languages.
Motivation and Context
By this change, I want to increase the Israeli Doge community engagement and encourage developers to join.
How Has This Been Tested?
Followed instruction from getting-started/contribute_osx.md.
I tested the changes on a local server through a computer and a phone.
