Clone full repositories for the build release GH workflow

In order to generate .deb and .dmg packages, I'm trying to build a release from a tag instead of a branch in dmd's release workflow.

Currently, it errors:

  The process '/usr/bin/git' failed with exit code 1

actions/checkout@v4 defaults to cloning repos with depth 1, which works for branches but not for tags. depth 0 is special and includes the full history, including tags.
