feat: wine: Remove the USE_SYSTEM_WINE restriction on macOS Catalina

Since Wine 7 introduced support for wine32onwine64 (WOW64), all restrictions on USE_SYSTEM_WINE should be removed when a compatible newer version of Wine is detected on the system.
