Make sure you have the latest Arma 3 version and you have "auto-updates" checked for Arma 3 in Steam
Go Arma 3 Steam Workshop and subscribe to the mod to download and install Breaking Point automatically
Once downloaded and installed, open Arma 3 and load the Mod in the Launcher
Filter servers by typing 'breaking' or 'breakingpoint' in the filter form (tutorial)
