Introduces the purge_meta_workflow_run function to delete a MetaWorkflowRun and its associated files, with CLI integration. Adds support for new file statuses (released, open, protected variants) throughout the codebase, updates QC item release logic, and improves donor retrieval performance. Bumps version to 3.14.0.
