Fixes yaml.load() deprecation.

~/litecoder/litecoder/models/wof_locality.py:23: YAMLLoadWarning: calling yaml.load() without Loader=... is deprecated, as the default Loader is unsafe. Please read https://msg.pyyaml.org/load for full details.
