MCP phase 2: project context and CRUD

Adds enhancement doc for Datumctl MCP at enhancements/ai/model-context-protocol/README.md. Outlines the overall set of mcp tools. Notes implementation phases. For phase 2, defines datum/change_context and generic resource CRUD powered by discovery.

@yhenryli instead of focusing this on Phase 2, thoughts on having it cover everything we want to do with MCP? I think it's fine to break the implementation into multiple phases, but I think we could have one enhancement document that outlines the full scope of work.

good idea to move it to ai/model-context-protocol and have other AI-focused enhancements under enhancements/ai.

ah, the phase language here is probably my getting hang of writing enhancements here. I'll adjust the doc to cover more of what we want to do with mcp (though we will probably add more capabilities as they arise) and will note that the implementation will be in phases. thanks for the feedback!
