This CL adds a new import for IPEDS Graduation Rates data at the national level. It includes new StatVars for graduation rates based on educational attainment (Associate Degree, Postsecondary Certificate) and establishment ownership (Publicly Owned, Privately Owned For Profit, Privately Owned Not For Profit). New enum values for educational attainment are also added. #1207
