Some AI support power change #5

Allow AI to use "resourcescan", "voidspike", "ichorseed" and "fleetrecall"
Remove "cashhack": SupportPowerBotModule has a very low chance to use support power on single actor correctly even if set FineScanRadius to 1. I think remove it is better at current stage.
Change "ironcurtainpower", "nshieldpower" and "naniterepairpower" target to "Repair" so they will more likely to be cast on units that in combat.
