using inside-out
changes draw order to get brush on top (had to extend the CSV reading function). also tweaked the resize function to fix a width issue (svg width now full width of div — the group inside is offset by margin amounts).
added ticks to slider x-axis, added tickFormat function to indicate year.
sets up pull to trigger transition
