Add Cloudflare 409 variant and change version to 1.4

v1.3: Speed improvements

Uses the static List Filter input for maximum speed.

This fixes the issue where you can type 201, hit enter before Alfred has updated the list, and it takes you to the web link for eg 200.

This happened because you pressed enter on the top suggested result for 20, which could have been 200, 201, 205, etc.

v1.2: IETF links have moved

Updates links for status codes 100-505 since they're now hosted at different URLs.
