This PR was created to test the pure async webhook architecture.

Test Details:

Architecture: REST → ARQ → Direct Processing (no circular gRPC calls)
Timestamp: 20250912_164125
Expected webhook: pull_request/opened
Should be processed by ARQ worker with direct business logic

This tests that our webhook processing works end-to-end!
