Tier 1: GH Actions dependency bump upload-artifact v4→v6 (Node 24). Updated in ci/publish/release workflows. CI + security checks passing.

Approved previously; attempted squash merge but branch protection requires fresh required checks (old run cannot be rerun and workflow lacks workflow_dispatch). Please rerun CI/update branch so merge can proceed. |

New CI run is failing: black --check wants to reformat generated proto files (src/main/eas/v1/messages_pb2*.py). Please run formatting/regenerate proto (or exclude generated files) so required checks pass, then we can merge. |
