The gh csiro org itself has always been somewhat problematic imo (opaque permissions, access).

We should consider migrating this repo to the new enterprise supported option.

The CSIRO org has already been shifted across to the enterprise option. This is our externally facing org.
We only had the single repo in the org, and it was kept public and policies are now applied to this repo.
