Add Dockerfiles and helper scripts that build docker images named mantle-builder and mantle-runner. mantle-builder contains the tools needed to build mantle. mantle-runner contains the mantle programs and needed dependencies. Signed-off-by: Geoff Levand <geoff@infradead.org>

Using the generated
run-mantlescript, the kola tests passed with the resulting mantle-runner image on both amd64 and arm64 (with the selinux patches applied).@dm0- There are many ways we could do this. Let me know if you have a preference.
