Add new vision and mission statement to home page #520

The "Please bear with us as we update..." is obsolete now, so update the text to something more accurate. Also make it less prominent, cosmetically and by moving it lower on the page, since I think it's less important now. (I'm recycling the hero-intro div class even though it's no longer part of the intro, just convenience with the CSS.) Not directly related to, but created while I'm working on the PR for... It's not perfect, but let's merge this soon and continue to iterate. One open question: Should we revise the "verify artifacts, enforce policies" and the "Securely verify supply chain artifacts..." tag lines? |

- Make it look the same as the other buttons - Refactor so it is unhidden by the platform/os detection js instead of created from scratch.

- Center text - Limit the width - Smaller and lighter text I think this looks better.
I don't think the min-height is needed now, and it looks actively bad when the font-size is small relative to the screen size. Also hand tweak the whitepace above and below the blog excerpts.
I'm thinking about tweaking it, and this will make it easier to see what I'm doing.
Make it less tall and slightly slower.
