Update OpenSSL to 1.1.1w in base Docker image

These docker recipes and images are specially designed and exclusive for ConanCenterIndex CI, so any change may break the entire environment.

Hi @CommanderCRM

The initial motivation for this fix was produced by conan-io/conan-center-index#23234 as stated in the issue. We have workarounded the issue by using a different download source, so currently there is no urgent need to support a newer openssl version in there docker images for conan-center.

However, it is a good practice to have the openssl version as much updated as possible, so we will evaluate this pull-request thoroughly soon.
