Major code overhaul for responsiveness, lower CPU utilization, and adds mpris server#4

This dramatically improves responsiveness while running pandora api calls in the background, especially for refilling the track queue. It also appears to reduce CPU utilization, probably due to not forcing all components to check their event queues every conjoined iteration.
Also includes some minor latency management tasks, for better responsiveness and/or lower cpu utilization.
