Description of Change

Huge changes.

Removed all the references to Code42 outside of the changelog.
Renamged to pypg
Replaced most of the support doc links with accurate ones.
Removed most of the incydr features and references

Testing Procedure

We will want to attempt a full smoke test of pycpg here since this touched almost every file.
