V2.3.1 docs update

• Adds v2.3.1.1 spec api documentation.
• Adds v2.3.1.1 specs
• A lot of the diff is the generated stuff in source/_static is formatting and indentation.
• Updated to latest shinx-docs, which prints missing references etc.

Status 09-10-2024: Awaiting 2.3.1 certification with major schemes before merging. ETA unknown.

I have updated the documentation with the latest master branch edss-go.

The documentation has been generated with

docker run --rm -v $PWD:/opt -w /opt -e USER_ID=$UID ddidier/sphinx-doc:7.1.2-1 sphinx-build -b html source build
prettier . --write --bracket-same-line

and no manually changes afterwards.
This means that future changes will not require any manually changes (hopefully).

IMO, we should just get this PR merged.

I agreed with @cbobach that we should just get this PR merged, it's only documentation and we can always add changes if needed.
