x86 is the new path for setup.ini

Code changes

• Bumped the version number - svn is on 0.57, your git version ~ 0.58, this version 0.59
• Updated the code to find the setup.ini file(s), the are now located under:
  • x86/setup.ini
  • x86_64/setup.ini
• Added a command line switch for x64
• Added xz to decompress cygwinports packages:
  • http://mirrors.kernel.org/sources.redhat.com/cygwinports/x86/setup.ini
• Changed the "==" to "=" in bash tests (to be consistent)
