Extend the CeloBackend PUSH0 test with the previous Mento cUSD implementation (0x434563B0604BE100F04B7Ae485BcafE3c9D8850E, Solidity 0.8.18) to confirm it works fine with Time=0 since it doesn't use PUSH0, proving the regression is caused by the new implementation (Solidity 0.8.24) combined with CeloBackend hardcoding Time: 0.
