SV and validator weight changes look inconsistent: +20 to SV however +19 +19.55 for validators

Here I just changed the sum that is not assigned to any SV, as previously I submitted it incorrectly in this repo.
It should be 0.05+0.92, but I accidentally added 0.5+0.92 and got 0.45 more than needed.
So, this number isn't a part of this PR, just a correction to reflect the correct data in the public repo.

It's 10 here and 10 for the Nasdaq (line 107). So +20 for validators 👀
