Also fixed incorrect if condition.
Don't try to change or reset GPUs via access to PCI registers that are protected via secure boot. Changing CC state must be done with secure boot off or inside the guest VM.
Add an option to use "--gpus all" for the (presumably common) case of running a confidential VM on 8 GPUs, and set up the nvswitch pass through properly so Nvidia-fabricmanager works in the guest
